It's likely that the the city has a name more like Harhakeim and Kondasgel -- the name "Hoar Dwarves" is a collective name for the dwarves hailing from the far north. Hoar refers to both "old" or "ancient" dwarves (the settlements in the far north are very old), and also to hoarfrost, specifically the type that forms on snow and causes avalanches; not uncommon in their areas.

There are two named "noble" clans of Hoar Dwarves -- and a number of cadet branches / septs:

The clans are known to have feuded on an off -- it is possible that some of the younger settlements were the result of emigres seeking relief from the conditions at home.

(I'd suggest, based on the norse-ness of the neighbouring dwarves that Nidavellir might be appropriate. Another option might be Dvergarheim)

Dvergarheim works better as not being a specific Norse term.
