Governance under the New Arrangement

The provincial courts will be reinvigorated and populated to administer their lands and resolve grievances.

  1. The current situation has developed because issues were not solved as they arose. The laise-faire attitude was demon induced and is now officially over. The range and extent of unresolved issues is now such that it is unlikely for the current system of governance has the capacity to effect solutions in a timely and specific manner.
  2. It is possible that the form and function of government would have evolved naturally in a series of steps as issues arose over the millennia. That option is no longer available and a major change is required.
  3. Elves are not to blame for any unpleasantness. The expression of unpleasantness is but a reflection of the continuing influence of demons. Those elves who overcome such demonic insult will be to the fore with solving the issues as they are perceived. Support will be given to those who fail to redress issues in an expeditious manner as they will be deemed to retain a demonic influence.
  4. The crown will head a federal government that devolves central power to the provinces. Those functions that require a single or centrally coordinated approach for all of elfdom will be sponsored from the federal government.
  5. Those Provinces that choose to adopt palatinate status will be awarded various sinecures so that they can administer most of what were previously considered courtly jurisdictions. Those Provinces that choose to not adopt palatinate status will continue to be administered through the court and by court-appointed Lieutenants.
  6. Performance of all governmental powers and functions will be audited.
  7. The benefits and prestige of governmental office will be matched to the personal service and performance of the office holder - it is not enough to be the head of a department where all the work is fulfilled by the staff. Some offices bestow more benefit and prestige than the service performed by the office, and so either the prestige and benefits will be reduced, or the service increased, or perhaps other members of the office-holder's family may perform service without benefit or prestige.
  8. Common law administered in local courts may adjudicate low-justice (a predefined level of criminality) and common law (low rort and low tort) (separately defined levels of unfair practices and damages) with royal oversight, appeal and direction.
  9. Defence of the realm will be a royal function supported by Provincial units. Provinces are required to raise, maintain and train to suitable standards military units for local purposes and for inclusion in the Elven Host. Elven Guard regiments will be raised by, and loyal to, the crown.
  10. Provinces will be responsible for legislation, education, agriculture, forestry, roading, sanitation, internal trade, social development, commerce, the environment, energy and resources, health and safety, arts, culture and heritage, biosecurity, housing and urban development, support for the poor, internal immigrants (non-elves), immigrant workers (non-elves), food, workers, buildings, land information, emergency releif, the running of provincial offices.
  11. Maintenance of the Elvish climate and inquiry into the elvish mysteries will remain a federal functions.
  12. Weights and measures will remain a federal function.
  13. Census, external immigration, foreign relations, finance, external security intelligence, federal legislation, external trade, justice, high courts, high prisons, wine, management and budget, and veterans affairs will remain federal functions.
