Karawak
Karawak isn't a single city at all but is a collection of islands and enclaves build in and around the Palan River. Sited on the Palan floodplains it is the crossing point of the Great Eastern Road and the River Palan. In the soft fertile soil it was easy to dig new channels so the river has become multiply bificated, creating many small islands connected by bridges, and in a few places, fords.
With many of the islands some distance from each other the place has a very spread out feel to it. Many of the islands are effectively their own city, with distinct rules and peoples. For this reason a number of racially segregated areas exist in Karawak but unlike the ghettos found elsewhere in the Empire, which are generally used to pen in people, these islands have many bridges and docks to travel from, so that none are boxed in.
